Bid Notice: Annual Flower Supply & Installation Services (2026–2027)

            Notice is hereby given that sealed bids for the installing and supplying of annual flowers at town signs, garden beds, Hensonville Park fountain and spring clean-up of garden beds. The Bid this year will be good for two years 2026 & 2027.  Please submit the bid to the Town of Windham at the office of the Town Clerk, 371 State Route 296, PO Box 96, Hensonville, New York 12439 until 12:00 noon local time on Thursday, April 9, 2026 and will be opened and read aloud at the Town Board meeting at 7:00 pm on April 9, 2026.

Copies of bid specs may be obtained by contacting the Town Clerk at 518-734-4170 x2.

The Town Board reserves the right to reject any and all bids.

Supplying and Planting Beds For two years 2026 & 2027

The following specifications describe the supply and planting for the Town of Windham flower gardens:

1. The bid must be clearly marked in a sealed envelope (supplying & planting bid)
2. A non-collusive bidding certificate must be attached with the bid at the opening.
3. The Bidder must supply a statement which shows at least five years of landscape experience in the field of planting and maintaining shrubs and flowers.
4. Bid will include all labor, equipment and materials (plants, flowers, mulch)
5. Any changes to these specifications must be approved by the Town Board.
6. All beds will be planted one week prior to Memorial Day (2026 & 2027), weather permitting
7. List of Garden Locations:
   a. Windham Centre Property and sign board bed (Main Street)
   b. Valero gas station (Main Street)
   c. Hitchcock Builders (Main Street)
   d. Methodist Church (Main Street)
   e. Windham Town Sign (west end of town)
   f. Bunce Realty ( Main Street)
   g. Mad Brook Bridge both sides (flower boxes)
   h. Windham Town Sign (east end of Windham)
   i. Windham Path (State Route 23)
   j. Windham Path (State Route 296)
   k. Hensonville sign (State Route 296 by fire house)
   l. Hensonville sign (County Route 65)
   m. Hensonville Park fountain (State Route 296 across street from Nana Gail’s Café)
   n. Town Hall (flower boxes)
   o. Maplecrest sign (Intersection of County Route 40 & 56)
   p. Windham Cemetery (flower bed)(Route 23)
8. Spring clean-up of all beds must be included in Bid.
9. Successful bidder must provide proof of worker’s comp and liability insurance.
10. Bidder will supply a list of proposed flowers, plants, shrubs with pot size for each location and quantity of each. Page 2
11. Location (a) must include in the planting, (osteospermum, angelonia, begonias, cuphea, argyranthemum, flat begonias, flat dianthus and digiplexis) (but not limited to)
    Location (b&c) must include Dahlias, hosta, various sized annuals (not limited to)
    Location (d&f) must include hosta and various sized annuals (but not limited to)
    Location (e, g,h,i,j,k,l,m &n) must include various sized annuals (but not limited to)
12. Windham cemetery must include leaves and debris removal, pruning and perennials weeding. Must also include any replacement of dead plants and mulching as needed.
13. Town Board reserves the right to reject any and all bids or to accept the bid deemed most advantageous to the Town
